Throughout Monday, the White House was waiting for signals from Tehran confirming that they would send a negotiating delegation to Islamabad.

An insider revealed that Iran has been stalling, and the Iranian Revolutionary Guard has apparently pressured the negotiating team to take a tougher stance—that is, no negotiations unless the U.S. sanctions are lifted. The Iranian delegation has been waiting for the green light from the Supreme Leader. According to sources, approval was given late Monday local time.
