The basis for this assessment includes: two U.S. C-17 transport aircraft have landed at Nur Khan Air Base (near Islamabad), the route to the central area is blocked, and major hotels such as Serena and Marriott have temporarily stopped accepting guests.

Notably, the Serena Hotel was the venue for the first round of negotiations on April 11.
