Crypto exchanges trading digital commodities would need to register with the CFTC.

Disclosure requirements
Consumer protection safeguards
Market integrity rules
This is meant to protect investors from scams and manipulation.
4. Clear Rules for Crypto Businesses
Crypto exchanges, brokers, and dealers would:
