Xiji County Market Supervision Administration Revokes Business Licenses of Farmers' Professional Cooperatives, Sole Proprietorships, and Limited Liability Companies Announcement (Issue 9)

After investigation, nine farmers’ professional cooperatives, including Junhong Planting Cooperative in Xiji County (list attached), registered on the market entity registration platform but could not be contacted at their registered business locations and have not engaged in any business activities for two consecutive years. Their behavior violates Article 71 of the “Farmers’ Professional Cooperative Law of the People’s Republic of China”; 29 sole proprietorships, including Shende Concrete Components Factory in Xiji County (list attached), registered on the platform but could not be contacted at their registered locations and have been voluntarily closed for more than six months since opening. Their behavior violates Article 36 of the “Sole Proprietorship Law of the People’s Republic of China”; and 62 limited liability companies, including Yite E-commerce Co., Ltd. in Ningxia (list attached), registered on the platform but could not be contacted at their registered locations and have been voluntarily closed for more than six months since opening. Their behavior violates the first paragraph of Article 260 of the “Company Law of the People’s Republic of China.”

On January 10, 2026, our bureau published in the Guyuan Daily the “Announcement of the Xiji County Market Supervision and Administration Bureau’s Intent to Revoke Business Licenses of Farmers’ Cooperatives, Sole Proprietorships, and Limited Liability Companies (Issue 9).” The parties did not submit statements, defenses, or requests for hearings within the statutory period. According to Article 71 of the “Farmers’ Cooperative Law of the People’s Republic of China,” our bureau has decided to revoke the business licenses of nine farmers’ cooperatives, including Junhong Planting Cooperative in Xiji County; according to Article 36 of the “Sole Proprietorship Law of the People’s Republic of China,” we have decided to revoke the licenses of 29 sole proprietorships, including Shende Concrete Components Factory in Xiji County; and according to the first paragraph of Article 260 of the “Company Law of the People’s Republic of China,” we have decided to revoke the licenses of 62 limited liability companies, including Yite E-commerce Co., Ltd. in Ningxia.

The revoked farmers’ cooperatives, sole proprietorships, and limited liability companies shall organize liquidation promptly according to law. Within thirty days after liquidation, the liquidation team or main organizer shall apply for cancellation registration with the Xiji County Administrative Approval Bureau. Their branches must cease operations and complete deregistration according to law; additionally, the related farmers’ cooperatives, sole proprietorships, and limited liability companies established by their investments shall handle change or cancellation registration according to law.

This announcement shall be deemed delivered thirty days after its publication. If the above farmers’ cooperatives, sole proprietorships, or limited liability companies are dissatisfied with this penalty decision, they may apply for administrative reconsideration within sixty days of receiving this notice at the Xiji County People’s Government (Address: No. 47, Government Street, Xiji County, Guyuan City, Ningxia Hui Autonomous Region); or they may file an administrative lawsuit with the Xiji County People’s Court within six months of receipt. During the period of administrative reconsideration or litigation, this penalty decision shall not be executed unless circumstances requiring suspension by law occur.
