Ukraine and its Western allies have established a comprehensive response mechanism to ensure the implementation of a future ceasefire agreement in Ukraine. Through ongoing consultations among Ukrainian, European, and American government officials, a multi-stage, coordinated response system has been developed to address violations by Russia. During the recent delegation talks held in Abu Dhabi, it was planned to finalize the details of this operational framework alongside diplomatic negotiations aimed at ending the conflict.

Diplomatic Warnings Within 24 Hours and Immediate Response by the Ukrainian Military

According to the plan, if a ceasefire violation occurs by Russia, a response window is set to begin within 24 hours. The initial stage involves diplomatic warnings, followed by direct measures by the Ukrainian military if necessary. This rapid response scheme is designed to prevent minor violations from escalating into a large-scale conflict.

Participation of Volunteer Alliances from EU Member States and Interim Response

In situations where military clashes continue, a second stage of response is activated. During this phase, a “volunteer alliance” composed of some EU member states will intervene, with the United Kingdom, Norway, Iceland, and Turkey also prepared to participate. The involvement of these multinational forces demonstrates a unified Western stance and is strategically aimed at gradually increasing pressure on Russia.

Military Action by the U.S. Military and Unified Intervention of Western Support Forces

If violations escalate into broader military attacks, the final stage of response will be executed. This involves coordinated military actions by U.S. forces and Western support units, to be carried out within 72 hours of the initial violation. This timeline ensures that Western allied countries’ capacity to maintain the Ukraine ceasefire framework is concretely guaranteed.
