Regarding the funding rate mechanism of a certain coin, according to the rules, if the funding rate remains below 0.025 for 16 consecutive cycles, it should switch to a 4-hour cycle. But now, more than 20 cycles have passed, and it hasn't switched yet. Almost no positive funding rate has appeared in the meantime, only negative ones. What's going on here? Is the mechanism not working, or are there other restrictions that haven't been noticed? Can someone explain?
