This logic is a bit wild—if the price goes up, it confirms the bottom; if it goes down, that's a new bottom. Basically, no matter what happens, it can always be explained away?
ETH now faces a critical price range that needs breaking through.
If price pushes into a new higher range? That confirms the bottom is already behind us.
If price drops into a new lower range? That becomes the actual bottom.
