Shanghai Electric and Qiannan Prefecture deepen government-enterprise cooperation to jointly promote industrial development
On March 18, Wu Lei, Secretary of the Party Committee and Chairman of Shanghai Electric Group, visited Qiannan Buyei and Miao Autonomous Prefecture (hereinafter referred to as “Qiannan Prefecture”) and held talks with Hong Hupeng, Secretary of the Qiannan Prefecture Committee. The two sides conducted in-depth exchanges on deepening government-enterprise cooperation and promoting high-quality development of Qiannan Prefecture’s new energy industry.
Wu Lei expressed gratitude for the long-term support from the Qiannan Prefecture Committee and government for the development of Shanghai Electric. He introduced Shanghai Electric’s corporate development overview, industrial layout, and core advantages. He pointed out that Shanghai Electric has a strong presence in energy equipment, with deep technical expertise, a complete industrial system, and extensive project experience in renewable energy equipment such as wind power and photovoltaics. Qiannan Prefecture has significant geographical advantages, a solid industrial foundation, and a favorable business environment, making it an important strategic location for Shanghai Electric’s development in Southwest China. Shanghai Electric will leverage its technological, industrial, and resource advantages to continue deepening industrial investments in Qiannan, focusing on upgrading the entire wind power industry chain, research and development of new energy equipment, and other fields. The company will increase project investment and technological R&D efforts, promote the implementation of high-quality projects, and help Qiannan build a highland for new energy industry development in Southwest China.
Hong Hupeng welcomed Wu Lei and his delegation and introduced the industrial development of Qiannan Prefecture. He stated that in recent years, Qiannan has unwaveringly implemented the “focus on industry, prioritize industrial development” strategy, building a characteristic industrial cluster of “phosphatic chemical industry + metal smelting + new materials.” At the same time, it has seized opportunities in the new energy industry, vigorously developing wind power equipment manufacturing and other green, low-carbon industries. Shanghai Electric’s technological and industrial advantages in new energy equipment manufacturing are highly aligned with Qiannan’s development needs. The cooperation foundation between both sides is solid, and prospects are broad. The Qiannan Prefecture Committee and government will always uphold the concept of high-quality service, providing the best business environment and strong support for Shanghai Electric’s development in Qiannan. They hope Shanghai Electric will further increase industrial investments in Qiannan, deepen cooperation in the entire wind power industry chain, new energy equipment R&D, and talent cultivation, and promote more high-end projects and quality resources to land in Qiannan, jointly creating a model of government-enterprise cooperation.

During their stay in Qiannan, Wu Lei and his delegation also conducted on-site research at Shanghai Electric Guizhou Longli Wind Power Industrial Park, gaining an in-depth understanding of the construction progress and operational status of the wind turbine and blade manufacturing plants. After listening to the detailed report on the industrial park’s “one headquarters, one park, three centers” layout, Wu Lei highly praised Longli County’s “enterprise-driven, government-supported” cooperation model. He pointed out that Shanghai Electric, as the chain’s leading enterprise, has attracted upstream and downstream supporting companies to gather in Qiannan, injecting strong momentum into local industrial development. Regarding the transportation difficulties of large-scale equipment such as blades, the local government actively coordinated planning of dedicated routes and provided full escort by traffic police, ensuring rapid project advancement. This resulted in the “Longli speed” of signing contracts, starting construction, and commissioning within half a year. Such efficient government-enterprise collaboration is a key confidence factor for Shanghai Electric’s decision to establish its Southwest regional headquarters in Guizhou. They hope the industrial park will continue to deepen a healthy collaborative mechanism with the government, contributing more to Guizhou’s green energy transition and sustainable regional economic development.
