Ukrainian President Zelensky signed Decrees No. 130/2026 and No. 131/2026 on the 21st, implementing a new round of sanctions against Russia’s “Shadow Fleet” and military-industrial enterprises in accordance with the decision of Ukraine’s National Security and Defense Council. The relevant documents have been published on the official website of the Ukrainian President. According to the announced information, one of the sanctions targets Russia’s “Shadow Fleet,” imposing sanctions on 225 ship captains involved in exporting Russian petroleum products, including citizens from 11 countries such as Russia, India, and the Philippines. Additionally, Ukraine announced sanctions against 46 Russian citizens, 2 Iranian citizens, and 44 Russian companies providing services to the Russian military-industrial complex. These enterprises are involved in the supply, research and development, production, and maintenance of electronic warfare systems and components, which are used in the production of ballistic missiles, cruise missiles, attack and reconnaissance drones, small arms, and ammunition.
