As China’s first quality standard specifically targeting probiotic raw materials for health foods, the formulation of this standard not only fills a long-standing gap domestically in this field but also signifies that the probiotic industry, which has experienced rapid expansion for over twenty years, is officially entering a standardized era with clear regulations and guidelines. The “Standard” controls quality and safety from the source, and this yet-to-be-finalized national standard is reshaping the operational pattern of a market worth hundreds of billions.

Progression of Rules in a Trillion-Yuan Industry Foundation
The development of China’s probiotic industry is a process of breaking through core technological barriers and achieving a full-chain breakthrough. Over twenty years ago, the domestic probiotic market was almost monopolized by imported strains, heavily reliant on core technologies and patented strains imported from dairy countries like France and Denmark. “Currently, our entire probiotic industry scale has firmly surpassed 100 billion yuan,” said Song Liang, an independent dairy industry analyst, in an interview with Global Network Consumer. He credits major dairy companies like Yili, Mengniu, Feihe, and Aohui for their crucial roles in building this billion-yuan foundation. In recent years, these leading companies have invested heavily in establishing probiotic R&D centers, shifting from “imported” to “independent development,” and have achieved significant results in isolating, screening, and cultivating indigenous strains, breaking the monopoly of international giants on core strains.
Behind the rapid industry growth, “growing pains” are increasingly evident. The most critical shortcoming is the serious lag in standard system construction.
“Over the years, the biggest problem in our probiotic industry development has been standards lagging behind,” Song Liang told the Global Network Consumer. The absence of national standards has led to uneven quality in probiotic products on the market, resulting in a phenomenon of “bad money driving out good.” The release of the draft for public comment on the “Standard” marks the beginning of comprehensive top-level design to regulate the market, allowing truly capable R&D enterprises to gain the rightful market value.
Song Liang further analyzed: “There is still great room for growth in China’s probiotic industry. In the future, the development of China’s food and nutrition industries will definitely move toward functional applications. Among these, probiotics are an extremely important branch. We expect that the application of probiotics in functional nutrition could reach 300 billion or even over 300 billion yuan in the future. The growth potential is enormous, and the introduction of standards will play a significant role in regulating the market, encouraging enterprises to accelerate innovation, especially in the cultivation and application of probiotic strains.”
Building a Closed-Loop Full Process to Reinforce the Bottom Line: Source “Shuffling” Releases High-Quality Capacity
In response to industry pain points, regulators have acted decisively. The release of the draft for public comment on “Health Food Raw Material Probiotics” can be seen as a timely “rainstorm,” a deep industry regulation starting from the source.
The “Standard” was jointly drafted by the National Technical Committee for Standardization of Special Food, dozens of top research institutions, universities, and leading enterprises. It involved extensive research, experimental validation, and multiple rounds of discussion, making it highly scientific and universally applicable.
A close reading of the draft reveals that the standard not only rigorously defines basic concepts such as “what is probiotics” and “how to classify them,” but also makes quantitative technical requirements. These include strain identification and traceability, live bacteria count, hygiene standards in production processes, strict restrictions on excipients, authenticity of labels, and temperature control during transportation and storage, forming a comprehensive closed-loop management system.
A senior R&D manager from a leading dairy company disclosed to the reporter that this full-process regulation effectively raises the industry’s entry threshold. “Previously, our biggest concern was unqualified raw materials entering the market, which undermined the credibility of the entire category.” After the implementation of the “Standard,” small workshops lacking R&D strength and quality control will be directly phased out, freeing up significant market space for high-quality capacity.
The “Standard” also precisely targets the “key” aspects of probiotic products—activity and colonization. Industry experts point out that probiotics must survive harsh conditions such as stomach acid and bile to reach the intestines, which demands high resistance. The strict temperature control and activity requirements during production, storage, and transportation will push companies to improve packaging technology and cold chain logistics, ensuring probiotics “live” into the gut and allowing health foods to truly deliver their benefits.
Targeting a New Blue Ocean of Functional Nutrition: Crossing into “Leading” Global Markets
From a broader perspective, the promotion of the national probiotic standard aligns closely with China’s overall transformation and upgrading of the food and nutrition industries.
Currently, China’s food industry is undergoing a fundamental shift from “eating enough” and “eating well” to “eating for health,” with “functional” foods becoming an irreversible trend. In recent years, high-value categories like medical foods (special medical purpose formula foods) and health foods have seen rapid growth, with probiotics being a core hub and a golden raw material.
How does the market potential grow from 100 billion to 300 billion yuan? The answer lies in the combination of “deep application” and “scientific endorsement.” In the past, probiotics were often just a supporting ingredient in yogurt or an emergency remedy for constipation; in the future, under the regulation of national standards, probiotics will deeply participate in specialized health scenarios such as anti-aging, weight management, mood regulation (gut-brain axis), and diabetes adjunct therapy.
