People’s Financial News, April 8 — The State Administration of Financial Supervision recently issued the “Notice from the General Office of the National Financial Supervision and Administration on Doing a Good Job in Financial Support for Rural Revitalization in 2026” (hereinafter referred to as the “Notice”).
The “Notice” clarifies that in 2026, the Agricultural Development Bank and large and medium-sized commercial banks should continue to separately allocate agricultural-related credit plans, striving to achieve a year-on-year increase in the balance of agricultural-related loans under the same standards.
Guide large and medium-sized banks to actively develop agricultural supply chain finance, expand first-time loan customers, and promote reforms to enhance the support capacity of rural small and medium-sized banks for agriculture and small businesses.
Reasonably determine internal preferential policies for inclusive agricultural loans, and resolutely prevent and correct “involution-style” competition behaviors.
Optimize agricultural credit products and services, providing more tailored credit products based on the characteristics of the “three rural” issues, and legally and compliantly increase support for loan extensions and renewals for agricultural enterprises and farmers.
Strengthen insurance coverage for rice, wheat, corn, and soybeans, and develop local characteristic agricultural product insurance according to local conditions.
Leverage the role of agricultural insurance in disaster prevention and mitigation.
