A Decisional Order Block (OB) is the final retracement candle that generates the final momentum to break a market structure (BOS), occurring before the Original Order Block. It is a high-probability zone where institutions re-enter the market, acting as strategic support/resistance for trading following a structural breakout. 
Location: It is found within the momentum, often in the middle of a move, unlike the original, which is at the extreme.
Function: It generates the final "decision" to break the structure, hence its name.
Liquidity: If there is prior liquidity (such as a double top/bottom pattern) before the decisional, its probability of triggering increases.
Mitigation: If the decisional level lacks prior liquidity, it is often breached by the price to mitigate the Original.
