Russian Deputy Foreign Minister Rudenko said in an interview that Russia–Japan relations continue to deteriorate, with “bilateral contacts kept at the lowest level.” Rudenko cited policies implemented by Japan that have had a negative impact on stability in the Asia-Pacific region, including departing from Article 9 of Japan’s Constitution, increasing defense spending to 2% of GDP, large-scale procurement of foreign-made weapons including offensive weapons, and loosening the export of military equipment. He warned that if Japan’s actions pose a threat to Russia’s Far Eastern border, Russia will take appropriate countermeasures. Rudenko reiterated that only if Japan, in concrete terms, abandons its hostile line and restores the path of dialogue and cooperation between the two countries can progress be made, including negotiations on a Russia–Japan peace treaty to address issues left over from World War II.
