Recently, the third Shandong Province Digital Rural Development Innovation Competition released its list of winners. Qingdao Rural Commercial Bank’s “1+2+N” digital intelligence inclusive finance platform project won the third prize, indicating that Qingdao Rural Commercial Bank’s innovative practices in using digital intelligence to empower rural revitalization have once again gained recognition from the industry.

The Shandong Province Digital Rural Development Innovation Competition is jointly organized by the Provincial Cyberspace Administration, the Provincial Department of Finance, the Provincial Association for Science and Technology, the Department of Industry and Information Technology, the Department of Agriculture and Rural Affairs, the Department of Commerce, the Provincial Big Data Bureau, and the People’s Bank of China’s Jinan Branch. Participating organizations cover all levels of government agencies, enterprises and institutions, universities, research institutes, and sectors including finance and insurance. It is an authoritative competition in our province for stimulating innovation vitality in digital rural areas, promoting digital empowerment of rural revitalization, and strengthening agriculture for the benefit of rural residents and farmers. Among 198 submitted projects, 48 projects ultimately won awards. The award-winning projects represent outstanding practical achievements in the field of intelligent empowerment for rural areas.

Qingdao Rural Commercial Bank’s digital intelligence inclusive finance platform integrates “1” smart brain— the digital intelligence inclusive finance middle platform, and “2” sensitive tentacles— a customer mini program for customers and a mobile loan application app for customer managers, as a unified whole, endowing N kinds of innovative capabilities for rural revitalization and inclusive finance. Adhering to the core philosophy of “strengthening the platform, optimizing processes, bringing data to life, perfecting products, and solidifying risk control,” the bank uses financial technologies such as big data and artificial intelligence to build a new inclusive finance service model featuring multi-channel reach, intensive loan processing, intelligent risk control, and an online-offline integrated innovation approach. It has innovatively launched signature products such as Jinsui Express Loan, Chuangdan Express Loan, business mortgage loans, Bao Dai Tong, Xu Dai Tong, and Online Home Mortgage Loan 2.0, among others. It comprehensively covers customer segments in the “three rural areas” (agriculture, rural areas, and farmers), urban residents, individual industrial and commercial households, and small and micro enterprises. This enables customer managers to “visit villages and households, deliver loans at the doorstep,” compresses due diligence time by 60%, and achieves the fastest possible same-day application and same-day disbursement. Since the platform went live, the mini program has reached 26.4k customers, initiated 15k business transactions, achieved a credit approval amount of 3.27 billion yuan, and issued 2.32 billion yuan in loans. It has played an important role in Qingdao Rural Commercial Bank’s “Double Thousand Initiative,” with the bank’s total marketing visits to customers reaching 287.3k person-times, new inclusive loans adding up to 26.4k yuan, and personal loan additions totaling 15k yuan. This has significantly improved the convenience and user experience of online loan processing for rural households, injecting digital financial momentum into rural revitalization.

Looking ahead, Qingdao Rural Commercial Bank will stay true to its “serving agriculture and serving small businesses” market positioning, with technological innovation as its core and a scenario-based ecosystem as its grasp, continuing to deepen digital intelligence empowerment for rural revitalization. It will promote inclusive financial services to move further down to where they are needed, and contribute “digital intelligence accelerating power” to the advancement of digital rural development.
