One credit report replaces proof in 46 areas

On the morning of February 25, in the steelmaking workshop of Delong Steel Co., Ltd., located in Nanshimen Town, Xindu District, Xingtai City, the heat was intense. Steel billets freshly produced from the converter were securely lifted by a gantry crane and sent to the next process. Meanwhile, in the production command center a hundred meters away, a large screen displayed real-time production data to ensure each order was delivered on time, with quality and quantity guaranteed.
This steel company, established in 2000, is one of the leading enterprises in Xindu District’s equipment manufacturing cluster. By 2025, the company achieved an operating income of 13.267 billion yuan, showing a good overall development trend. “Since our company was awarded the title of ‘Pioneer’ in Hebei Province’s county-level characteristic industrial clusters in 2022, our order volume and efficiency have steadily increased,” said Liu Yahui, head of the equipment engineering department.
In October 2025, the Provincial Department of Industry and Information Technology issued a notice to review the titles of the first batch of 137 ‘Pioneer’ enterprises in characteristic industrial clusters in 2022. As an official, Liu Yahui needed to submit relevant materials for review within the specified timeframe.
Company profile, financial data, technical proof, declaration of authenticity of company materials… All departments cooperated closely, preparing most materials in just three days. However, when it came to preparing proof of no illegal or irregular records, Liu Yahui faced difficulties: “According to regulations, I need to obtain certificates of no illegal or irregular records from at least nine departments including finance, taxation, human resources and social security, ecological environment, and public security. Running around multiple departments, multiple trips, and from submitting the application to receiving the certificates takes at least two weeks—time-consuming and labor-intensive.”
Just as he was worried, a call from the “Efficient Handling of One Thing” window staff at the Xindu District Administrative Approval Bureau reassured Liu Yahui. “Now, you don’t need to run around. Just apply online for a special credit report, which can replace the certificates from 43 departments in 46 fields. It allows online application and instant issuance,” the staff informed him over the phone.
This news was truly timely! On the morning of October 11, 2025, Liu Yahui logged into the Hebei Government Service Network, clicked on the “Efficient Handling of One Thing” zone, and selected the “Credit Proxy Certificate One-Stop Service” platform. Following the process instructions, he checked the options for inquiries in the public security, emergency management, and taxation fields, among others, totaling 11 options. The system immediately entered the “Material Pre-Review” stage.
Because the system integrated data interfaces from multiple departments, all information could be automatically retrieved and verified. During the “Material Pre-Review” stage, Liu Yahui did not need to upload any proof materials. In less than 10 minutes, he received a text message on his phone indicating that the company’s special credit report had been generated and was available for download and printing.
“The operation is simple and smooth, and it’s unlimited in time and free of charge. It’s so convenient!” Liu Yahui said excitedly while holding the freshly printed special credit report. That afternoon, he uploaded all materials via the Hebei Industrial Enterprise Service Platform and successfully completed the review application for the county-level characteristic industrial cluster “Pioneer” enterprise title in Hebei Province.
A single special credit report has become a powerful tool for reducing the burden on business entities. Since September 15, 2025, our province has implemented the “Credit Proxy Certificate” reform, collecting 22.9 million pieces of credit information across 59 categories. The “Credit Proxy Certificate One-Stop Service” system was launched to provide services such as issuing special credit reports and verifying their authenticity for enterprise listing, financing, property rights transactions, and commendations, effectively avoiding the common issues of “complex, difficult, and time-consuming” proof issuance.
By the end of 2025, a total of 2,401 special credit reports had been issued across the province, replacing 57,600 various proofs, significantly reducing the institutional transaction costs for operating entities.
Supported by data empowerment and driven by scenario needs, this special credit report will be more useful and effective in more provinces and cities. A relevant official from the Provincial Data and Government Services Bureau stated that currently, Beijing-Tianjin-Hebei and Shanxi have achieved mutual recognition of the first 17 fields of special credit reports nationwide. Going forward, our province will continue to deepen the “Credit Proxy Certificate” reform in Beijing-Tianjin-Hebei-Shanxi, further expand mutual recognition fields and credit application scenarios, optimize the application platform, enable real-time data sharing among the four regions, one-click report applications, and remote online verification, providing greater convenience for enterprises to handle cross-provincial affairs and for residents to live in different places.
