Shenzhen Development and Reform Commission recently issued the “Work Plan for Accelerating the Creation of a First-Class Business Environment by Seizing APEC Opportunities.” The plan proposes to strengthen support for the entry and exit convenience of key enterprise personnel. Certified operators (AEO companies) and trade headquarters personnel will enjoy easier business visa endorsements. Senior executives or core business personnel applying for APEC Business Travel Cards may be exempted or have relaxed restrictions on tax payments and employee numbers. Foreign senior managers and technical personnel of AEO companies and trade headquarters with urgent entry needs, who cannot obtain visas abroad in time, can apply for port visas at border control authorities with invitation letters and other relevant proof. Those meeting the conditions for multiple entries and exits can, after entry, apply to the public security authorities for re-issuance of multiple-entry valid visas with invitation letters and other supporting documents.
