PetroChina Changqing Oilfield Oil Transportation Second Station Rigorously Identifies and Eliminates Hidden Hazards, Implements Meticulous Management and Good Governance to Ensure Safety
To effectively strengthen the safety defense line for oil transmission within the jurisdiction and ensure the smooth and orderly operation of energy channels, China National Petroleum Corporation’s Changqing Oilfield Oil Transmission Second Department recently launched a special patrol operation focused on pipeline hazard detection. This effort aims to build a comprehensive safety protection network for the oil transmission pipelines in the area.
During the operation, the department focused on key points, ensuring full coverage of main pipelines and auxiliary facilities within the jurisdiction. Special attention was given to dangerous road sections, river crossings, areas prone to geological disasters, and construction zones near high-speed rail and expressways. A thorough, grid-like inspection was conducted. Additionally, detailed checks were performed on the “three stakes and one sign” along the pipeline, focusing on the integrity and clarity of marker posts and warning signs. Damaged, missing, displaced, or unclear signs were promptly addressed to ensure accurate pipeline positioning and clear warnings, preventing safety risks at the source.
To ensure the effectiveness of the patrols is fully controllable, the department established a standardized hazard management system. All identified hazards, issues, and rectification suggestions were carefully recorded and archived, forming a clear and complete hazard ledger. This provides precise basis for subsequent rectification and risk elimination. Based on this, the department continuously optimized daily management systems, creating a dual protection model of “regular duty + special patrols.” Strict 24-hour dedicated personnel duty systems were implemented. Daily data collection, routine risk assessments, and timely reporting, analysis, and handling of abnormal situations were carried out to ensure pipeline operation is fully controlled and hazards are detected and addressed early.
While enhancing its own maintenance capabilities, the department also emphasizes internal and external efforts to build a comprehensive pipeline safety barrier. Internally, regular specialized training sessions are organized, covering patrol mini-program operation, radar detection equipment use, and analysis of typical accident cases to systematically improve patrol personnel’s professional skills and emergency response capabilities. Externally, safety knowledge and relevant laws and regulations are widely promoted through distribution of informational materials, on-site explanations, and household visits, fostering a strong social atmosphere of “everyone paying attention, everyone participating, everyone safeguarding,” thereby gathering a powerful collective effort for the safe operation of oil transmission pipelines.
