North Korea’s Rodong Sinmun reported that Kim Jong-un, General Secretary of the Workers’ Party of Korea and Chairman of the State Affairs Commission, delivered a policy speech at the first session of the 15th Supreme People’s Assembly yesterday. He stated that North Korea will continue to solidify its status as a nuclear-armed state, actively engage in anti-enemy struggles, crush all provocations by hostile forces, and officially define South Korea as the “number one enemy.”

Kim Jong-un said that officially defining South Korea as the “number one enemy” means North Korea will not hesitate to hold South Korea accountable for its provocations. However, he did not mention whether the constitution would be amended to explicitly categorize the relationship between the two Koreas as “hostile.”

Kim also pointed out that the United States is recklessly launching terrorism and aggression around the world. He emphasized that North Korea will further upgrade its self-defense nuclear deterrence, maintain a nuclear-armed response posture, and thoroughly control national and regional security risks.
