Iran has a decentralized “mosaic” command structure, where local commanders can act on broad pre-set orders rather than waiting for direct approval.


That makes negotiations much harder. You might reach a deal with one faction or leader, but others aren’t necessarily bound by it.
Even if someone like Khamenei wanted to negotiate, hardliners, particularly within the military structure, could see it as betrayal and continue attacks anyway.
