Hainan Free Trade Port's first batch of relaxed trade controls removes import license requirements for cargo clearance
On March 16, the first batch of goods with relaxed trade management and no import permits at Hainan Free Trade Port successfully cleared customs at Sanya Customs under Haikou Customs. This marks the official implementation of this policy, injecting new momentum into reducing costs, increasing efficiency for foreign trade companies, and smoothing the industrial chain.
It is reported that this batch of equipment mainly includes cocoa bean roasters, roasting machines, and other food processing equipment. These items are within the scope of the “List of Goods and Items Prohibited or Restricted from Import and Export at Hainan Free Trade Port” exemption measures. Companies importing these goods are not required to submit import permits to customs. Relying on the Hainan Free Trade Port Smart Supervision Platform, companies can declare with zero obstacles, while customs implements intelligent supervision. The platform automatically records accounts and data, greatly simplifying customs clearance procedures, significantly reducing time and compliance costs for enterprises.
“After the relaxation of trade management policies for old electromechanical products, companies no longer need to apply for import permits. They only need to select ‘49 - Hainan Free Trade Port Relaxed Trade Management’ in the single window,” said the person in charge of Keke Yan (Hainan) Catering Management Co., Ltd. “This facilitation greatly reduces our time and declaration costs, allowing equipment to be put into use more quickly.”
To ensure the smooth customs clearance of the first batch of equipment with relaxed trade management and no import permits, Sanya Customs relied on the “Customs-Enterprise Direct Connection” service mechanism, assigning dedicated personnel to conduct policy briefings and declaration guidance in advance. While strictly adhering to safety and access supervision, they maximized the policy benefits.
Implementing relaxed trade management and promoting trade liberalization and facilitation are important measures for high-level opening-up services by customs.
