On March 18, the promotion conference and key project signing ceremony for Beijing-Tianjin Zhongguancun Science and Technology City was held in Tianjin. A total of 22 high-quality industrial projects were signed on-site, covering new materials, intelligent connected vehicles, low-altitude economy, and other leading industries. The first application scenario demand list for Baodi District, Tianjin, was officially released to activate innovation momentum through scenario openness. In the innovation cooperation segment, Beijing-Tianjin Zhongguancun Science and Technology City signed cooperation agreements with Beijing Zhongguancun Technology Service Co., Ltd. and Zhongguancun Technology Leasing Co., Ltd., leveraging Zhongguancun’s high-quality resources to build a more comprehensive science and technology service and financial support system for resident enterprises.
Industrial Ecosystem Attracts Companies to Settle In
To deepen the coordinated development of Beijing-Tianjin-Hebei, expand the northern market, and better serve customers, Sunshine New Energy Development Co., Ltd., focusing on new energy, has set its sights on Tianjin. “We plan to invest in a semiconductor packaging base in Baodi in two phases, with an initial investment of 550 million yuan. Once operational, it is expected to achieve an annual capacity of 800 million yuan,” said Ma Haotian, General Manager of Sunshine New Energy Tianjin. The key reason for choosing Baodi is its unique geographical advantage, which will greatly facilitate services for the northern market and significantly reduce costs and increase efficiency in logistics and transportation. After both phases are completed, the annual output value could reach 1.2 billion yuan, attracting and driving upstream and downstream industry chain enterprises to develop collaboratively.
Hunan Weifu Automotive Parts Co., Ltd., with over 30 years of experience in automotive component manufacturing, has core clients including Geely, BAIC, BYD, and other leading automakers. “Baodi is located at the geometric center of Beijing-Tianjin-Hebei, and Beijing-Tianjin Zhongguancun Science and Technology City is a high-end industrial park focusing on new energy and intelligent connected vehicles, which aligns highly with our development direction,” said Xu Yiming, General Manager of Hunan Weifu Automotive Parts. He also noted that Baodi’s unique geographical advantages, precise industry ecosystem matching, and high-quality efficient business services give the company strong confidence in establishing roots there.
Scenario Openness Activates Innovation Momentum
A good development ecosystem is a “magnetic field” for industry clustering. One of the highlights of this event was the official release of the “Baodi District Investment Promotion Scenario Opportunity List (First Batch),” to activate innovation momentum through scenario openness and promote the transformation of the science and technology city from traditional “policy giving” to “opportunity providing.”
At the event, representatives from Sany Heavy Energy, China National Machinery Group North Qiang Institute, and Dichen Company introduced specific application scenarios such as industrial chain cooperation and key laboratory needs, joint innovation of major equipment reliability science and engineering laboratories, and operation of low-altitude economic industrial parks. These links precisely connect innovative technologies with market demands, providing enterprises with scenarios, stages, and markets for technological innovation in Baodi. Through open market opportunities, they promote the transformation and landing of innovative achievements locally, achieving a dual empowerment of “technological innovation + scenario application.”
“Baodi has released the operation scenario for the Low-Altitude Economy Industrial Base in Beijing-Tianjin New City. We are highly interested. It has rare airspace carrier conditions and outstanding geographical and transportation advantages. We hope to leverage our strengths, work with Baodi, and jointly explore new scenarios and models for the low-altitude economy, sharing development dividends,” said Yu Xuelian, General Manager of Hangzhou Dexu Technology Development Co., Ltd.
Clearer Industry Development Direction
As the first major asset investment project outside Beijing for Zhongguancun in Beijing, Beijing-Tianjin Zhongguancun Science and Technology City has shown strong development momentum in recent years. According to reports, this year, the city will be guided by the “Baodi Beijing-Tianjin Zhongguancun Science and Technology City Construction Plan (2026–2035),” promoting the integration of industrial systems and technological innovation collaboration between Beijing and Tianjin. The focus will be on industry-driven development, anchoring medium- and long-term goals, linking industry elements of both cities, and deepening the integration of industry chains and supply chains to form a new regional industry chain cooperation model.
Centered on the integration of Beijing-Tianjin industry systems, the city will focus on “Two Parks, Two Chains, One Base,” continuously exploring new projects, with clearer industrial directions.
For the “Two Parks” development, Zhongguancun Science and Technology City will utilize existing industrial platforms to create a New Materials Innovation Industrial Park, attracting upstream and downstream enterprises. The Fast-Moving Consumer Goods (FMCG) Industrial Park will leverage the Baodi District National Agricultural High-tech Zone, combining local resource advantages to attract well-known processed food and functional beverage projects. To strengthen the “Two Chains,” the city will focus on introducing magnetic material projects to strengthen the rare earth industry chain, deepen cooperation with platforms like the Beijing-Tianjin-Hebei New Energy Vehicle Collaboration Promotion Association and China Automotive Technology & Research Center, and attract automotive parts companies to build a strong auto parts industry chain. Additionally, projects like Guanghuan Xinwang and Pengyin Data will further optimize the computing power base, attracting more upstream and downstream enterprises.
“Next, Zhongguancun Science and Technology City will continue to promote deep integration of technological and industrial innovation, advancing the levels and scale of high-end equipment manufacturing, new energy materials, and new-generation information technology industry chains. We will accelerate the gathering of emerging industries such as digital economy, low-altitude economy, and intelligent connected vehicles, enabling Beijing’s innovative resources to deeply integrate with Baodi’s industrial space,” said Wang Hao, Vice District Mayor of Baodi and Party Secretary of Zhongguancun Science and Technology City. He also revealed that the Nankai Middle School Science and Technology City School will officially open in September this year, with increasingly complete supporting services to meet the living needs of the city’s employees.
