CPPCC National Committee Member and 360 Group Founder Zhou Hongyi: AI Agents Moving from Concept to Implementation, China Expected to Occupy a More Important Position in Global AI

In the 2026 National Two Sessions, Zhou Hongyi, a member of the Chinese People’s Political Consultative Conference and founder of 360 Group, focused on four key areas: first, optimizing reasoning computing power layout to solidify the foundation for artificial intelligence industry development; second, driving the dual approach of “inclusive intelligent agent technology + talent cultivation of AI and business experts” to accelerate the implementation of “AI+” initiatives; third, promoting widespread application of secure intelligent agents to strengthen the national security barrier in emerging fields; fourth, collaborating to improve the safety and compliance system for data circulation, and enhancing integrated security capabilities for data, networks, and AI. On the eve of the Two Sessions, Zhou Hongyi was interviewed by media including Securities Times, discussing how to view the current phenomenon of blurred boundaries between AI-generated content and human creation. Zhou Hongyi stated that this precisely indicates that AGI (Artificial General Intelligence) is steadily being realized. “Many people use AI incorrectly, treating it as a search or general Q&A tool, and naturally find it unimpressive. But if you develop AI into vertical domain intelligent agents with specific ways of thinking, their professional capabilities will far surpass those of ordinary people.” Zhou Hongyi said, “Since 2026, intelligent agents have been moving from concept to practical implementation.” He believes that with the deepening of open-source models, China is expected to occupy a more important position in the global AI field. He recommends implementing flexible regulation on large model development, being more inclusive and cautious, which will be beneficial for the long-term development of artificial intelligence in China.
