According to Credit China, China Water Resources and Hydropower No. 16 Engineering Bureau Co., Ltd. was fined 957,441.63 RMB for illegal subcontracting.

The violation occurred from May 2021 to January 2025, during the construction of the main project of the Baihe Water Conservancy Hub Project in Quanzhou, Fujian Province. The company illegally subcontracted part of the civil construction work, violating Article 48, Paragraph 2 of the “Bidding Law of the People’s Republic of China” and Article 25, Paragraph 3 of the “Regulations on Quality Management of Construction Projects.”

According to its official website, China Water Resources and Hydropower No. 16 Engineering Bureau Co., Ltd. is a wholly owned subsidiary of China Power Construction Corporation, a Fortune Global 500 company. It was established in 1955, originally named China Water Resources and Hydropower Min River Engineering Bureau. It was renamed and restructured in 2008, with its headquarters located in Fuzhou, Fujian Province.

The company has undertaken over 80% of large and medium-sized water conservancy and hydropower projects in Fujian Province, including Gutian Creek, Shaxi Port, Shuikou, and Cotton Beach.
