The administrative restructuring in Egypt gained momentum in February 2025 when President Abdel Fattah el-Sisi announced significant changes to the government structure. Approval of 22 Candidates and Appointment of 13 New Ministers

Egypt’s House of Representatives held an extraordinary session on February 10 to validate the candidates nominated by President Sisi. During this session, 22 individuals were approved for positions in the presidential cabinet, of whom 13 were appointed to new or restructured ministerial portfolios. This approval represents the largest wave of ministerial appointments of the year, reflecting the government’s administrative strategy to modernize public management.

President Sisi held a meeting with Prime Minister Mostafa Madbouly to discuss the details of the reorganization. This discussion was crucial to align the economic and administrative priorities guiding the ministerial restructuring.

Department Reorganization and Creation of New Ministries

The restructuring includes strategic actions of departmental consolidation and division. A new Ministry of Information was created to expand the government’s communication control. Simultaneously, the Ministry of Local Development and the Ministry of Environment were merged into a single entity to optimize resources and coordinate public policies.

Additionally, departments related to industry and transportation were separated into two autonomous structures, allowing specialization and focused attention in each area. This division aims to improve efficiency in sectoral policy formulation.

Appointment of Hussein Issa and Consolidation of Foreign Relations

Hussein Issa was appointed as Deputy Prime Minister responsible for Economic Affairs, strengthening the government’s financial sector. This appointment underscores the importance Sisi places on economic management during this period.

The ministerial consolidation also included the international relations sector. The new “Ministry of Foreign Affairs, International Cooperation, and Migration” was formed by integrating related departments, and Acting Foreign Minister Badr Abdel Aty was confirmed as the head of the consolidated ministry. This measure seeks to centralize Egypt’s foreign policy under a single leadership, facilitating the coordination of diplomatic actions and bilateral cooperation.
