Paradigm researcher Dan Robinson proposed the Provable Address-Control Timestamps (PACT) mechanism to protect dormant bitcoins from quantum attacks. This mechanism allows owners to pre-record proof of wallet control on the blockchain. If necessary, they can transfer funds to a quantum-resistant address without publicly broadcasting the transactions.
