Golden Finance reports that on April 8, two U.S. officials said that President Trump is considering a plan proposed by the Pentagon regarding whether to launch strikes against Iran’s critical infrastructure. The plan includes strike options targeting “dual-use” targets. According to the disclosure, the relevant targets could include bridges, power facilities, and seawater desalination facilities, among others. Analysts said that choosing “dual-use” targets could allow the U.S. side to argue that its strike targets have military uses, thereby legally avoiding the risk of being deemed to have committed war crimes. Legal experts said that international law prohibits indiscriminate attacks on civilian infrastructure unless the facility directly supports military operations, and unless the attacks would not cause disproportionate harm to civilians.
