He also had related industries in Mondulkiri Province and other areas, served as the president of the Sihanoukville Casino Association, and was involved in real estate, casinos, hotels, construction, and early timber industries. Investigations revealed that he was suspected of using casinos and hotels to illegally detain individuals for long-term online scam activities and held a central controlling position within the related criminal networks.
