Buterin 指出，计划引入的提案者-建造者分离机制（ePBS）将区块建造与提案分开，建造者在一个无需许可的市场中竞争，提案者选择最佳出价。尽管如此，少数高级建造者仍可能通过优化交易排序获取额外价值。Big FOCIL 通过扩展前向强制承诺包含列表（FOCIL），允许更多交易被随机验证者选入区块，从而增强公平性并限制建造者对交易的控制。
