此举是对2024年7月生效的《可持续产品生态设计法规》的回应。该法规为制定包含数字产品护照的产品特定规则建立框架，以标准化关键产品信息在供应链间的记录与共享方式。首个重要节点是2027年2月将生效的《欧盟电池法规》中对电动车及工业电池的护照要求。纺织品、服装、钢铁等其他优先品类将于2027年7月起纳入DPP范围。
