23日在全北道厅举行的业务协议签署仪式上，全北道知事金宽永、国民年金公团理事长金成柱、KB金融集团会长梁钟九共同出席。各方就构建金融生态系统、激活地方经济以将全北打造为全球资产运营基地的方案进行了探讨。此举是KB金融集团今年1月公布的在全北创新城市建设"KB金融城"计划的组成部分，属于民间与公共机构共同参与的项目。

根据本次协议，全北道将提供行政支持，国民年金将强化与民间金融机构的资产运营合作体系。KB金融集团则通过与合作方的协同，推动主要关联企业在区域内集中布局。KB金融已着手在全州开设KB资产运营等主要金融机构的分支机构，以支持此项战略实施。

三方机构还决定以推动道内金融产业发展为目标，推进国际交流、地方人才培养及共生共赢方案。计划通过国际金融会议提升全北金融城市形象，并积极吸引贝莱德、富达等全球顶级资产管理公司参与。同时将强化金融教育体系，实施覆盖从小学到大学各阶段的金融素养提升项目。

这些举措有望为全北奠定作为全球金融中心形象、发挥重要经济作用的基础。若未来能持续获得政策支持并保持合作机构间的协调，全北极有可能在资产运营领域树立创新典范地位。
