2月13日消息，荷兰众议院于本周通过《第三类实际收益法案》（Wet werkelijk rendement box 3），计划自2028年1月起重塑该国的投资税制。新制度将对股票、加密资产、债券等大多数投资品种的“实际收益”征税，税率约为36%。这意味着，即便投资者尚未出售资产，只要账面出现增值，也需按年度缴纳相关税款。
在现行框架下，税收更多基于假设收益率计算，而新法案则改为直接针对真实回报征收。这一变化被视为荷兰税制的重大转向。对于价格波动较大的加密资产而言，未实现收益同样纳税的机制可能带来明显的流动性压力。一些社区成员警告，若市场回调，投资者可能在缴税后面临账面利润被迅速侵蚀的风险。
需要注意的是，房地产和初创公司股份将适用不同规则。上述资产仍以实际出售时的资本利得为主要征税基础，但相关的租金、分红等收入仍需在当年纳税。此差异化处理被认为是对长期项目和实体经济的一种缓冲安排。
为降低制度风险，议会同时通过修正案，将原本五年的评估周期缩短至三年，以便在新系统出现明显问题时能更快修订。与此同时，由D66、VVD和CDA组成的执政联盟也已表态，计划最终过渡至更传统的资本利得税模式，仅在资产出售时征税，并预计在2028年预算日前提交相关草案。
尽管这一过渡方案有望缓解现金流压力，但短期内政府税收可能因此减少。对投资者而言，未来两年的政策博弈与立法进展，将成为影响资产配置的重要变量。
