PANews 11月26日消息，据Techinasia报道，越南财政部提议对在无牌照平台上交易数字资产的个人和组织处以罚款，其已公开发布征求意见的法令草案。该草案规定，个人若涉及数字资产交易违规行为，可能面临最高达3000万越南盾（1200美元）的处罚，而组织则可能被处以最高达2亿越南盾（7584美元）的罚款。对于违反外国所有权规定、提供误导性披露信息或未向监管机构报告信息等违规行为，将处以7000万（2654美元）至2亿越南盾（7584美元）不等的罚款。向不符合条件的投资者提供产品、开展不合规保险业务以及未进行必要信息披露等行为，将面临最高额度的处罚。此外，该草案规定，国内个人若使用无牌照平台，可能被处以1000万（379美元）至3000万越南盾（1138美元）的罚款。未经授权的广告宣传、无牌照开展业务以及在牌照范围外运营等行为，罚款金额最高可达2亿越南盾（7584美元）。外国投资者若存在资金转移违规行为或虚假交易申报，将面临最高达1亿越南盾（3815美元）的处罚。服务提供商若未能核实投资者身份，可能被处以5000万（1900美元）至7000万越南盾（2680美元）的罚款。
