Foresight News 消息，Multicoin Capital 管理合伙人 Tushar Jain 與 Jito 治理負責人 Nick Almond 在 Solana Breakpoint 大會上共同發布「The Solana Constitution」提案，旨在解決目前 Solana 治理中存在的模糊性問題。該提案核心在於引入「質押者重寫權（Staker Override）」，即允許質押者在特定提案上推翻其委託驗證者的投票決定，從而解決代議制民主中的代理人問題，賦予質押者最終的主權。該提案建議採用雙軌系統：針對系統性變更的 SGP 需全網投票，而針對技術規範的 SIMD 通常只需透過同行評審。為定義「系統性變更」，提案引入了升級機制，若 SIMD 具有爭議性，只需 15% 的質押權重將其標記，該 SIMD 便會升級為 SGP 並強制進行全網投票。此外，團隊計畫於明年第一季度推出基於 Jito NCN 技術的全新投票 App，屆時 SGP-1 將是關於批准該「Solana Constitution」的投票，而 SGP-2 可能會涉及社群成員 Mert 曾暗示的治理變更內容。
