AI Data Center Boom Sparks Proposal to Ban 20-Megawatt Facilities

Amidst the surge in data center construction in the United States, there has been a backlash. Senator Bernie Sanders and Representative Alexandria Ocasio-Cortez have introduced legislation to prohibit new data centers with peak loads exceeding 20 MW until comprehensive regulations are established by Congress.

When announcing the proposal, Sanders’ office cited concerns previously raised by tech leaders about AI, including Elon Musk, who once warned AI is more dangerous than nuclear weapons, as well as Google DeepMind CEO Demis Hassabis, Anthropic CEO Dario Amodei, OpenAI CEO Sam Altman, and Geoffrey Hinton, all calling for strict regulation of AI.

The UK’s The Guardian also referenced surveys indicating that over half of American adults were worried about AI proliferation by June 2025, with 60% supporting strict oversight by December.

议员批评科技巨头游说，环保团体警告生态灾难

Ocasio-Cortez直言，AI发展充满腐败，由企业巨头出资推动并游说政客袖手旁观。生物多样性中心专家Camden Weber警告，为了发展AI而引发的资料中心热潮正在制造生态灾难，废气正使社区窒息。

他强调，企业消耗大量饮用水并推升电费，必须及时暂停这种破坏环境的行为。

非营利组织“食品与水观察”（Food and Water Watch）政策总监Mitch Jones呼吁，应立即停止新建AI资料中心，指出这个贪婪的产业已让全美各地措手不及，目前仍无法确定该产业能否在安全前提下运作。

川普支持AI与加密企业，桑德斯提案恐难通过

在国会辩论的同时，携手共创未来全球联盟峰会已开幕。美国第一夫人梅拉尼娅·川普（Melania Trump）在白宫记者会上，携带Figure AI开发的Figure 03人形机器人****走上红毯，机器人简短演说表示荣幸参与科技教育运动后离场。白宫声明指出，峰会汇聚了45个国家的领导人以及谷歌、微软（Microsoft）等巨头。

川普也正在筹组科技顾问委员会，计划将Meta（Facebook）CEO马克·扎克伯格（Mark Zuckerberg）、甲骨文（Oracle）创始人拉里·埃里森（Larry Ellison）、英伟达（NVIDIA）CEO黄仁勋等大咖纳入顾问名单。结合近期一系列政策，川普正致力于打造让美国引领AI与加密货币产业的监管环境。

因此，《卫报》推测，桑德斯的新提案极不可能在参议院通过，尤其是在川普政府积极推动AI不受限制发展，并与中国展开AI军备竞赛的背景下，且大多数两党议员都否决了该提案，有议员表示，暂停资料中心建设无异于向中国投降。

但这项法案或许可以被视为AI监管模式的初步尝试，未来政府终将面对AI模型审查、防止失业危机、AI芯片出口，以及发展AI对环境影响的课题。
